Illegal operations run like a large business. The best-known such organization is the Mafia. For the history of US organized crime, see gangsterism. Japanese gangsters are called yakuza.

In 1991 the US Federal Bureau of Investigation (FBI) entered into an arrangement for cooperation with Italian authorities, which resulted in the imprisonment of hundreds of Mafia-related gangsters in both countries over the next 12 years. In 1994 the FBI set up an office in Moscow to combat the international spread of organized crime.

The Italian Mafia (Sicily), Camorra (Naples), 'Ndragheta (Calabria), and Santa Corona Unita (Apulia) had combined annual sales 1995 of more than £10 billion, and about 25,000 full-time and 250,000 part-time employees (plus some 4,000 in prison).
