quaver

In music, a note value one-eighth the duration of a semibreve. It is written as a filled black note-head with a stem and flag (tail).

In the UK, it is known as a quaver.

Bach, the quarter note would normally be shortened to an eighth note, and according to Turk, it might be shortened just a bit, but it definitely can be shortened from its notated length.
My one quibble is that occasionally Westney accents an upbeat gesture--"Carefree" is one example and in "Il Penseroso," his accented eighth note on an offbeat creates a hemiola effect that I do not think was intended by the composer.
Passing on eighth notes caused general excitement, even confusion.
