endemic

Of a disease, more or less prevalent in a given region or country all the time. It refers most often to tropical diseases, such as malaria, which are hard to eradicate.

For the past 30 years, Egypt has invested little in its education system and managed it poorly through an endemically corrupt and inefficient centralized system.
What has happened is that this sort of thinking has endemically affected the rest of society, and it has become a mindset and a mould that we all seem to fit in.
