ohm

SI unit of electrical resistance (the property of a conductor that restricts the flow of electrons through it).

It was originally defined with reference to the resistance of a column of mercury, but is now taken as the resistance between two points when a potential difference of one volt between them produces a current of one ampere.

For many years, a lower limit in megohms was considered to be "1+1" - that is, one megohm for each kV of machine rating, plus one, as the lowest "safe" value (allowing continued operation).
If resistance increases to above one megohm and remains steady at high impedance, you've got a short.
In the comparator used at the Bureau of Standards this resistance is one half megohm.
