Three years ago Anne Howard set up the first Junior Neighbourhood Watch scheme with St Bede Primary School in Newtown, Stockton.
He said householders should leave a light on when the house is empty, put lights on timer switches, fit outside lights and become part of a Neighbourhood Watch scheme.
The survey by the Safer group was completed during the National Neighbourhood Watch Week.
