overspill

That part of an urban population or employment which has moved to areas outside the main settlement. This may be either in response to push factors, such as congestion and overcrowding, or as a result of planning policies perhaps connected with inner-city redevelopment schemes. New towns may be built to accommodate this outflow, as Stevenage, Hertfordshire, and Harlow, Essex.
