technocracy

Society controlled by technical experts such as scientists and engineers. The term was invented by US engineer W H Smyth (1855–1940) 1919 to describe his proposed ‘rule by technicians’, and was popularized by James Burham (1905–1987) in Managerial Revolution 1941.
